The process of continually refining estimates and scope is called progressive elaboration. While project managers finalize the project management plan during the planning process group, their plan may include assumptions based on their knowledge of the situation at that point in time. Project managers document such assumptions and monitor them for changes during project execution and while monitoring and controlling changes to project schedule or scope baselines. If and when presented with changes, project managers continue to refine their estimates identified during planning until their knowledge of the scope, cost, quality, requirements helps address such changes. This process of continuously refining estimates is progressive elaboration.
