The phrase change review board (also known by the acronym CCB) refers to any group of individuals within a project team or project group who are responsible for making the ultimate decision as to when and if any particular changes are to be made in regards to work products or schedule events. The process in which the Change Control Board determines when and if a series of changes should be made is two fold. First, the Change Control Board needs to review and study the impact of the proposed changes on the items in question, and then, after making that evaluation, the Change Control Board can then either approve the changes, reject the changes, or, in some cases, request more information or postpone the decision pending some other occurrences to take place that would factor into their ultimate choice. Significant changes that will in fact affect baselines are almost always put through the CCB for approval.

Key Responsibilities of a Change Control Board (CCB):

  1. Change Request Evaluation:
    • Assess the necessity and impact of proposed changes.
    • Determine whether the change aligns with the project objectives, constraints, and stakeholder expectations.
  2. Decision-Making:
    • Approve, reject, or defer change requests.
    • Provide justification for decisions to maintain transparency.

    • Notify stakeholders of approved or rejected changes and the reasons for these decisions.
    • Ensure that changes are communicated and implemented consistently across the project.
  4. Impact Analysis:
    • Evaluate how the proposed change will affect the project’s scope, timeline, budget, risks, and quality.
  5. Documentation:
    • Maintain records of all change requests, decisions made, and their justifications.

Composition of a CCB:

A CCB typically includes:

  • Project Manager: Facilitates the change control process and represents the project team.
  • Sponsor or Client Representative: Provides strategic input on whether changes align with business goals.
  • Functional Leads: Represent technical, quality, or operational aspects of the project.
  • Quality Assurance (QA) Representatives: Ensure that changes meet quality standards.
  • Stakeholders: Optional, but stakeholders with direct involvement in the change may be included for specific decisions.

CCB Process:

  1. Change Request Submission:
    • A team member, stakeholder, or sponsor identifies a need for change and submits a formal change request with detailed information.
  2. Impact Analysis:
    • The project manager or designated team conducts an initial assessment of the change’s impact on the project’s scope, schedule, cost, resources, and risks.
  3. CCB Meeting:
    • The CCB reviews the change request and the impact analysis.
  4. Decision:
    • The CCB approves, rejects, or defers the request. In some cases, additional data or analysis may be required before a decision is made.
  5. Implementation:
    • If approved, the project team implements the change, updating relevant baselines and project documentation.
  6. Communication:
    • The CCB communicates decisions to all relevant stakeholders.

Examples of CCB in Action

Example 1: Software Development Project

  • Scenario: A customer requests adding a new feature to a software application during development.
  • CCB Process:
    1. The team submits a change request detailing the feature and its expected benefits.
    2. The CCB analyzes the feature’s impact on the project’s budget and timeline.
    3. The CCB approves the feature and allocates additional resources for implementation.
    4. The project plan is updated, and the team begins work on the new feature.

Example 2: Construction Project

  • Scenario: A client asks for a design change in a building’s layout after construction has started.
  • CCB Process:
    1. The request is submitted to the CCB with details about the layout change.
    2. The CCB evaluates how the change will affect construction timelines and costs.
    3. The change is approved with conditions, and the project schedule is updated to reflect the additional time and cost.

  • Process:
    1. The team submits a formal change request to the CCB.
    2. The CCB evaluates how the new regulation impacts design, schedule, and budget.
    3. The CCB approves the change, and updated designs are incorporated into the project plan.

Agile Change Management Example:

  • Scenario: A product owner identifies a need for an additional feature during a sprint in an Agile project.
  • Process:
    1. The feature is added to the product backlog.
    2. During the next sprint planning session, the team discusses and prioritizes the feature.
    3. The feature is developed in an upcoming sprint without formal approval from a centralized board.

Conclusion:

  • In Waterfall, the CCB ensures structured and deliberate control over changes, maintaining alignment with baselines and avoiding disruption.
  • In Agile, changes are decentralized and continuously integrated into the iterative process, providing flexibility to adapt to evolving needs.

Both approaches have their strengths and should be selected based on the project’s methodology and requirements.
